Public access operates as public. Public was founded in 1988 by the public access collective a charitable non-profit organization. Its evolving membership has been curating and producing projects and urban interventions speaker series and artist talks for over 30 years. In 2018 the collective was reorganized into the incorporated charity public access under which the journal's direction is managed by the public editorial collective and projects by public projects.
