To encourage certain graduating secondary school students from the 10 cities and townships North of the line formed across the Province of Ontario resulting from the extension to the Manitoba border on the West and to the Quebec border on the East of the line represented by the French River the South boundary of Lake Nippissing and the Nattawa River to enrol in and complete a post-secondary educational programme of study.
