En 1970 le grand séminaire est devenu un centre diocésain de pastorale. Depuis 1973 l'évêque y réunit régulièrement son conseil diocésain de pastorale (cdp) et depuis 1980 son conseil presbytéral (cpr). En 1988 l'institut de pastorale est fondé prenant le relais du département de sciences religieuses et d'éthique de l'uqar. Il offre depuis ce temps des cours des sessions des conférences et autres activités de formation et de perfectionnement dans le domaine de la théologie et de la pastorale.
