To promote training in amateur ratio operations and in particular to instruct operators in procedures and methods of operation in times of civil emergencies. To promote ratio communications and equipment necessary for operations of the amateur radio emergency service in support of volunteers in the municipal emergency programs. To respond to requests by non profit community groups for communication services in support of charitable activites. To provide training and equipment for seniors and disabled persons so they can actively participate in amateur radio as a hobby or service.
